Geoffrey L. Duncan born April 1, is an American businessman and politician who is the 12th lieutenant governor of Georgia. He is a former member of the Georgia House of Representatives. After playing college baseball for the Georgia Tech Yellow Jackets , Duncan played professional baseball for six years until a shoulder injury forced him to retire. He went into business and was elected to the Georgia House in He played in Minor League Baseball for the Florida Marlins organization from through , reaching Triple-A , when a shoulder injury ended his career. After retiring from baseball, Duncan and his wife, Brooke, started a small marketing company out of their living room. They ultimately grew the company to a full-scale operation in a 10, square foot facility and employed over people.

Geoff Duncan has unveiled his own proposal to create a statewide hate crime charge in Georgia. Speaking at the Georgia Capitol Wednesday morning, the lieutenant governor said his measure "empowers victims and communities" and makes a hate crime a standalone criminal charge. Georgia is one of four states without a state law that imposes harsher sentences for crimes committed out of bias. There is also a federal hate crimes law. House Speaker David Ralston has said repeatedly that he wants the measure, which has been stalled in a Senate committee, to pass unamended. Rather than adding to a violator's sentence, the proposed bill creates a separate offense for crimes deemed "bias-motivated," a change that Duncan said "expands access to justice for victims and ensures due process for those accused. The new legislation proposed by the lieutenant governor also expands the classes of victims protected to include "exercise of religious beliefs" and "being a member or have served in the armed forces of the United States or National Guard. The bill would also allow victims to recover damages by allowing them to seek a hate crime charge from a grand jury if the local prosecutors choose not to press the charge. The Lieutenant Governor of Georgia is a constitutional officer of the State of Georgia , elected to a four-year term by popular vote. Unlike in some other U. Constitutionally, the Lieutenant Governor's primary job is to serve as President of Georgia's Senate. In the case of incapacity of the Governor, the Lieutenant Governor assumes the powers but not the title of the Governor. Should the Governor die or otherwise leave office, the Lieutenant Governor becomes Governor for the remainder of the term of office.
